Apps not downloading on new iPhone.

I recently got the iPhone XR and was syncing my data from my iPhone SE. Everything is there, but any apps that aren’t Apple are stuck loading. How can I fix this?

iPhone XR, iOS 14

Apps not downloading to new iPhone from iPhone 11–states “waiting…” and there was an error connecting to Apple server. Carrier changed SIM card to increase bars but it is still no doing anything but waiting

Apps download from the cloud to a new iPhone. To facilitate that process, keep the iPhone on a strong wi-fi signal and well charged while the downloads proceed.

As I said above, a strong wi-fi signal is required. SIM card is irrelevant and not used.
