That typically does not happen. I believe that only occurs if you house your messages in iCloud.

If you house your messages in iCloud, they are gone and cannot be recovered.

If deleting them from your iPad also deleted them from your iPhone, then you are syncing Messages in iCloud.

In this scenario there is not a way to recover your deleted Messages.

It would only be possible if you archived a backup when you were not syncing Messages in iCloud..
