FOR AN iPhone - How to view email and put replies in outbox without using cellular data?

I have an iPhone 7plus. New to me. Previously an Android.

I have a low cost phone plan with pay as you play DATA, so I normally have my cellular data off.

When I try to view e-mails in a no wifi area, it asks me to turn on cellular data.

With the Android I would say no thanks and work off-line.

I have not found that option with my iPhone.

CAN YOU TELL ME HOW TO DO THAT?

(If there really is no choice, I should not have bought an iPhone!

I see no reason why you cannot view emails without cellular as long as they have actually downloaded when you did have a connection. You can also write emails which will save to an outbox until you have a connection. You may get the message a few times but you can dismiss it.
