Call forwarding cant be on/off

Call forwarding was shown this morning. I tried restarting my phone and upgrading to the latest ios (ios 14.7.1) and the call forwarding icon is still showing. I've tried to go to setting to check whether the call forwarding on my phone is on or off, but it only lead me to a loading sign. It was almost 15 minutes but it is still loading. My carrier is Globe and i live in the Philippines. When i on my data it goes from E to no service. The signal is only one bar too. When it goes to no service, the call forwarding icon goes off too but when the signal is back it also goes back.
