Downtime on some apps on watch

So I have noticed several apps are not accessible after a certain hour at night. I turned off downtime, turned off alarms, turned off sleep schedule in health app, turned off my phone, turned off my watch, unpaired and paired my watch and I still have several apps that I can’t use and I get the notification that it is because of “downtime:” this is very frustrating.
