Can’t turn phone on
I turned off my iPhone 4 and now can’t turn it back on. Where I am atm doesn’t have WiFi. Strangely, it still receives calls, but that’s all.

Yes. It was working fine until I switched it off. Now it can only make emergency calls, and the message says “unable to activate phone”.
The screen is not black. There’s a message saying “unable to activate phone”.

Brightness:
There’s always the possibility that you inadvertently turned the brightness down, without realizing it. You might have to turn off the light or go into a closet to look at the screen.

Contact your Carrier, as they are the one who provides the service of activation.
