iPhone Backup Keeps Changing to iCloud Backup Not to Mac (local)

In that case try turning the option on and then back off again. You could also try holding down option+cmd when starting iTunes to open it in safe mode, which might just possibly help with a stuck preference.

That option is greyed out and you're not backing up to the cloud, it states in your screenshot - see last backup.

You need to turn off the option to backup to iCloud on the device.
