We recommend ensuring the card issuer is listed here: Apple Pay participating banks
If the issuer is listed, be sure the following as mentioned in the article you started this post from have been completed:
If there is no issue, follow these steps to make sure you can add a card to Wallet:
Should the issue continue, test manually adding the card with the steps "How to manually add a card to Wallet" in the same article.

Thanks for the information and screenshot. We'd recommend attempting to add the card from the Citi Mobile App as outlined in the section "How can I add my card to Apple Pay from the Citi Mobile App for iOS?" found in the FAQ here: Apple Pay FAQ - Citi
If you're unable to add from the app and as you've completed the recommended steps, based on the specific alert we'd recommend reaching out to your card issuer for more details.
Should your bank state there are no issues or restrictions that would prevent you from adding your account, reach out to Apple Support directly to continue. You can get connected using the links below:
