Well,

A little ambiguous question.

If you have/own a WfI AND cellular data iPad, AND you pay for a home Internet service and use a home WiFi network, you do not have to pay an additional cellular data service plan for that iPad.

If you are trying to just use an iPad where public Wfi is free, you CAN do this, as well, but open, public WiFi networks are NOT safe NOR secure, so I would NOT use free, public WiFi areas for any type of money exchanging services, such as online shopping, purchasing apps from the iOS App Store, pay gaming apps, any type of online banking services, an anything else dealing with the exchange of money online.

But yes, ANY iOS device CAN be used as a WiFi ONLY device.
