I shattered my iphone 7 and it no longer works but I need to recover all the contacts but I didn't sync my contacts to the icloud. Can I still access them off the sim card?

Apple doesn't keep personal data on the SIM card.
Do you have a backup of the phone, made to a computer or iCloud. Data that isn't synced to iCloud may be present in a backup.
