I need to change iCloud age from under 13 and change it to above 13

You cannot. Apple IDs set to an age undre 13 cannot have their age changed until they reach the age of 13 naturally.
If you made a mistake when entering the birth date, then you will need to contact Apple Support as suggested in the support document you posted from and have them change it for you. Click here-> contact Apple Support.
