According to Apple Support Document HT204215 it says "In the Finder, under the General tab, click Manage Backups to see a list of your backups". I assume the General tab is in the Finder Preferences but going there I do not see a "Manage Backups" option. I have sent a note to Apple - anyone know how to get a list of iOS backups in Catalina?

The General tab referred to in Locate backups of your iPhone, iPad, and iPod touch - Apple Support is available after you click th device (e.g., iPhone or iPad) in the Finder sidebar.

Thanks. It is inconvenient to have to have an iOS device connected in order to manage the backups. Oh well.
