Activity in Watch displays in miles, but all of the settings are set to kilometers

So here's a stumper. All of the settings in the Watch and Phone are in kilometers across all of the apps. When I open the Activity app on the phone, the workouts are shown in kilometers. But DURING the workout, it shows in miles. And I can't reset it. Any help would be appreciated.

How to reset OPEN GOAL in workout app. My Apple Watch insists on 4 miles for my outdoor walk. How do I change back to "open" goal? I hit the three little dots in the upper right corner, and then the "distance” option, (then I can scroll the distance up or down) but it just resets for that workout, then defaults to 4 miles for the next workout. This is a problem mentioned many times in this support community, but none of the answers understand the problem. Very frustrating.

On your paired iPhone:

Open Watch app > My Watch > Workout > Units of Measurement > make sure Metres and Kilometres are selected

Note: Which country is set in your iPhone's Settings > General > Language & Region?
