Using a VPN often will slow down your internet speed, so I assume iCloud+ will do the same? Will this feature mean that every single GB downloaded from the internet will have to pass through Apple's pipes?
No they would be sharing their knowledge about how VPN's generally work and how whether or not it would be technically possible for Apple.

think people with sufficient IT knowledge can. It’s either possible to hide the IP without routing the data through Apple, or it’s not. I’m unsure, but I think not.
