When I try to download purchased music album, it said your authorized device limit has been reached, but in fact I went to iCloud and check my device manager page, only 3 was authorized. Please help me out, thank you so much!

You should check in Apple Music menu Account>View My Account to see the number of computers authorised to play purchases:
You are allowed up to 5 computers: if you had old ones which were not deauthorised these would still count. If you have 5 authorised, click the 'Deauthorise all' button, and then go to each of your computers and aurhorise them again.
