Apple Support Communities is a great place for help! Any Apple ID balance remains associated to your account specifically. If you’re looking to change the country or region associated to your Apple ID it is recommended to spend any remaining balance before doing so. Another option would be to contact Apple to speak with their billing experts to inquire about retrieving those funds. You can find their contact information online via the Get Support website.
