When booting into internet recovery (using CMD+OPTION+R), how far along do you get before this error appears?
Your error code appears to be connection-related. Make sure nothing is blocking your connection to the Apple servers, such as DNS settings, or firewall rules. If you are using Wi-Fi, try Ethernet.
You may also want to try booting with CMD+OPTION+SHIFT+R - which downloads the first available version of the recovery partition for your Mac model.

It's a network related issue. Try to use different WiFi network or different SSID.
If local retail Apple Store is open, make Genius Bar reservation or find opened local Apple Authorized Service Provider to install macOS on your MacBook Air there. It's free.
