Billing problem with previous purchase

I am trying to update one of my apps and it keeps saying that there was a billing problem with a previous purchase and that I need to sign in and update billing address every time I login and update it it brings me right back to logging in and updating it over and over and over how do I get this fixed to where I can update my apps and download new apps
