Here is what Apple recommends: Manage your photo and video storage - Apple Support
If you’ve accumulated photos in your camera roll and are not using iCloud… Open the Mac Photos app, select the iPhone, select the delete-after-import checkbox, and import. This’ll load the entire camera roll onto the Mac, and then delete the photos from the camera roll.
