My son has Apple Music, we want to upgrade that to the family plan. How can we do that but make me the organizer?

Just start a Family Group and make yourself the Family Organizer following these steps:
Set up Family Sharing - Apple Support
Then get yourself an Apple Music Family subscription using this:
Get an Apple Music family subscription - Apple Support
Now, if someone in the family group (your son) already has an individual or student subscription to Apple Music, renewal of that subscription is automatically canceled when he joins the family group. And his existing music library will be unchanged.
