Why didn’t Apple design the new iPhone and new iPad so that they had the same power cords instead of having two different power cords?

Apple product decisions cannot be discussed here. We are just users like yourself and have no insight into Apple's decision making process.
The cable that came with the iPhone can however be connected to the charger block that came with the iPad and charge the iPhone.
Thanks for your response however I have two blocks, one that came with my iPhone and one that came with my iPad, it’s just that the power cords are different because the plugs are different and I was just asking why is that. I was unaware that you cannot ask certain questions on this forum.
Ohh, yes, if the iPhone still had the regular Lightning to USB-A cable it can't be used with the iPad's USB-C charger.
