Sorry, that will, most likely, not work. There is a problem with using this network to be able to access the Apple recovery servers. You will need to try using another means to access the Internet.
Yes I’m attempting the internet recovery,and I’m using my phone mobile hotspot

Are you attempting to use Internet Recovery Mode ... and is the connection to your local network wireless or by Ethernet?
Note: Failure of the router to provide a workable DNS server address, or providing 0.0.0.0. This typically is seen with a -2002f or -2003f error message.
