Does the Samsung TV to Apple iPad USE the Internet? I thought it only used the same WiFi network only?

If you are screen mirroring from your iPad to your TV then both of those devices have to be on the same Wi-Fi Network. You may also need the internet if the content that you are streaming is originating from the internet.
