Pending transaction under review

I received a notification saying that my transaction is still under review. Can you please give me some insight as to why this may be?

Apple transaction I have a pending transaction on my bank account that is for apple.com bill. I have not purchased or subscribed to anything. When I check my apple account there is nothing in subscriptions or purchases. Yet there is a pending charge waiting to leave my account. Do I really have to wait for someone to take the money out before I can do anything. As I can not see this transaction on my apple account it could be someone else??? How do I check ?
