It would depend on where the phone was intended to be sold. There are a number of places that do not allow the shutter sound to be muted. Phones intended to be sold in Japan and Korea are like that. Go to Settings>General>About>Model Number and provide the information there. Not the A number, but if that is showing tap on it to change to the other model and provide that.
