the sim card that you currently have installed in this iphone is from a service provider that is not supported under the activation policy that is currently assigned by the activation server this is not a hardware issue with the iphone please insert onother sim card from a supported service provider or request that this iPhone be unlocked by your service provider. please contact apple contact apple for more information

That message explains it better than I could.

Find out which network provider it is locked to by asking the previous owner, and only that network provider can unlock it, Apple cannot unlock it.
