I cannot creat apple id. Its saying “this phone has been used to creat too many apple id’s. contact apple support to request another apple id to use with this iphone”. Now what can i do now? I contact them. But still no reply . Can i ever put a apple id in this phone?

If you create/use a new Apple ID, you will lose access to some of your data and the purchases made with your existing Apple ID.
Create a new ID (if necessary) and sign into iCloud using the same Apple ID on another Apple device/computer. You should then be able to sign in.

Sir. i have one apple id created in windows many days ago. I tryed to log in with this id but still cant login.
What happens when you try to log in? Error message(s)? More information would help.
it just doesn't log in. When i enter the apple id or password it jist load some times , but nothing happened. Its kind of error. And the phone is not mine. Its my aunts phone. She don't remember her apple id so i bypassed it. Is it the reson for this problem?? In my country manu people use bypass phone with apple id logged in.
Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.

Do a backup and try a factory reset. Then restore from your backup.
