If it's your device, simply log-in with your Apple ID and it will be automatically using the same iCloud storage plan. If it's a device from a different person aka family member, you can setup family sharing and share your storage that way:

I have an iPad Air 2 and my iPad storage is 14.2 GB of 16 GB. I also have iCloud storage 86.9GB of 2 TB. The iPad has been backed. I need to delete large attachments to my iPad to allow for the next software updates. I am hesitant to delete photos and videos from my iPad?
Questions:
1. Can I delete videos and photos from my iPad to allow software updates?
If you are using iCloud photos, then the photos/videos will be deleted from the cloud when they are deleted on the iPad. If possible you should delete apps to free up space for the update and then re-install the apps after the update.
