Group Mailing

I need to send an email to a group of people. An email was sent to me that has all of the people in the "To" box but I can't get it set up on my computer.

MacBook Pro 15″, macOS 11.4

Can group emails be done on this system? I would like to copy a list of people from an incoming email and make a "group" like I would in Outlook. How do I do that?
