I must be doing something wrong. I don't have a Apple Music subscription. I choose a song to sample and a subscription ad opens. I close it and try again. the same thing happens. Is there any way to sample a song for purchase without purchasing an annual subscription to apple Music?

No. You don’t need to subscribe to Apple Music. You will use the music app in the same way as with iTunes for music playing.
