No service/ SIM card invalid

It says my SIM card is invalid and that it has locked how do I fix the to unlock my SIM card

I have already tried ##clear#

and the one after that

iPhone 11, iOS 14

The network operator who locked it in the first place are the only ones who can unlock it.
