Apple Watch, VoiceOver, and button labels

What can I do to get VoiceOver to read the button labels in the Control Center on my Apple Watch?

I've had the watch about 7 months and I don't use VoiceOver all the time. Sometimes I use Zoom. The first few times I was navigating with VoiceOver and went into the Control Center (swipe up from the bottom on the home screen) the icon labels were read as they should be. Soon after turning VoiceOver on and off over the course of weeks, the next time I tried to access the Control Center icons with VoiceOver it would only read "button" as I navigate. I can see it navigating to each button, but the only one it will identify is the Edit at the bottom.

• I have restarted the watch many times.
• I recently reset the watch to factory settings and set it up as new and the issue continues.
• The software is up-to-date.
• I called Apple Support and they were not able to help.
• It is a series 6 Apple Watch.

PLEASE someone give me some ideas of things to try. Thank you!
