Back Up iCloud
What to do if want to back up my data from iCloud to new a device and, don't use my old cell phone number and email address that was associated with iCloud ID

Your cellphone number shouldn't matter for the backup, however your iCloud backup is tied to the Apple ID and if you sign in with a different Apple ID, the backup made with the other Apple ID will not show
