I have many projects started in iPhoto waiting to be completed. Where are my photos and projects? Why wasn't I told I might lose them if I updated my computer?

Because people were told 5 years ago when iPhoto was retired.
You can get your photos back, but not your projects, they will not carry over to Photos, iPhotos replacement.
If you still have the old computer you should finish up your projects and then transition to photos and start fresh.

I was more focused on a nice way to say "retired", I thought obsoleted was a bit harsh. 8^)
7 years ago iPhoto retired.
April 8 2015 Photos was released and iPhoto withdrawn from sale.
