I keep getting this weird pop up on my iPhone 12

Hello. I am currently on the Claro network in Colombia and I keep getting this weird pop up on my screen. It happens regardless which app I use. It happens randomly at times, but today it’s happened 4 times in less than 10 minutes and it’s honestly getting very annoying.

if anyone knows how to stop this from happening or if it is a virus of some sort, that would help a lot.

I have factory reset my phone before but it keeps happening.

The message also changes.
