How to trace stolen iphone with no signal?

My sister's iPhone was stolen and we couldn't track her device in Find My. Is there a way to trace the stolen iPhone? Hope you can help me with this.

If the phone is not on or connected to the internet, you can’t track it. Report it to your carrier and the police.
