Erased Firmware Password on Macbook, No Recovery Menu, Error -2002f

Hey everyone, I recently purchased an A1706 Macbook Pro 13" with Touchbar, but it had a firmware password on it. I went into the recovery menu, and after being prompted with a password I did now know, i was able to wipe the entire harddrive. My problem is now, I am unable to go into the recovery menu.

At startup, it goes to the folder with a "?" on it. That to me, means that it needs an OS. Sure. I try to load into the recovery menu (cmd+R), but instead it takes me to the internet recovery. After a little troubleshooting I tried using the internet recovery a few times, but end up getting error code -2002f.

I've tried resetting the PRAM (opt+cmd+R+P) I tried resetting the SMC. I have a bootable copy of OS X but I cant even get to where I can select a drive (Option Key). I've called apple and they really weren't any help that I didn't already know.

Any help would be greatly appreciated.
