What do I do to see the receipt for an app that I have purchased?

Make sure you are checking the correct email address. It will be sent to the primary email address for the Apple ID used to purchase the app.

The receipt would have been emailed to you when you bought it. Check your email.

Alternatively, if it's a recent purchase, you can log in to https://reportaproblem.apple.com, to try to find it, you can click on the order number at the top right of the purchase to open the details, and then on "View Receipt".

Then follow the steps in the support document you posted from, to see all your Purchased history. It will let you see all purchases of all time.

You can then look for the specific purchase to find the receipt stub. You may be able to have iTunes resend the full receipt to your email, by clicking on the blue "Resend" link.

But if it was free, then I don't understand what they need with a receipt.

Why can't you just log back into the App?

Also, if it had a subscription you were paying for you can get a receipt for that.
