how do I upgrade safari 13.1 to 14 version on my Mac pro

Safari 14 is available for macOS Mojave or Catalina and is built in to macOS Big Sur.
The only way to get it, is to update your Mac Pro to one of those operating systems. If your Mac Pro does not support them, then you cannot get Safari 14.
