Updates, Backups, & Restoring a device from disabled mode

My IPhone account is supposed to be set up for my auto pay to be taken out of my debit bank account. Yet for some stupid reason it keeps switching it to my cash app card for all auto payments, updates, and upgrades for my prepaid monthly payment with att as well as my apple one premium account. Now my IPhone is in disabled mode and I can't get it back out of it. Y'all have gotten your money every month but I've been having problems dealing with my service not being available! How can this whole situation be resolved? Not everyone has access to being able to come to stores to get their products fixed. Then again this whole situation wouldn't be happening if all auto payments were taken out when they were supposed to be

If one had attempted unlocking multiple times with incorrect Lock Screen passcode, or if a message says that the device is disabled, learn what one needs, what one gets, and what is lost.

You need a computer to follow these steps. If you don't have a computer, borrow one from a friend.

Regarding your data, If…

You have an iCloud or iTunes latest backup, then there is nothing to worry about. If not read more...
You have synced your data to iCloud, then what you will get back is what you have synced to iCloud and uploaded to iCloud Drive; like the information that are synced and stored in iCloud are, Contacts, Calendars, Bookmarks, Mail, Notes, Voice Memos, shared photos, iCloud Photos*, Health data, call history, and files you store in iCloud Drive. (*-If you had turned on iCloud Photos, your content is automatically stored in iCloud.)
You have imported your Photos & Videos to Mac/PC then they are safely residing there on Mac/PC
You have uploaded some of it to Cloud Drives using Files app (iCloud Drive, Google Drive, OneDrive, DropBox, Flickr, box, AmazonDrive, Adobe Creative Cloud etc). The data remains there.
You have not backed up or do not have the latest backup, nor imported nor you have synced nor uploaded your data to cloud drives prior to the situation that you are in, then I am sorry, all your data is lost.
