Quick start doesn't appear

I have new phone, Iphone 11, and I want to transfer everything from my Iphone XR, but the quick start doesn't show up. What can I do?

New phone, as in brand new, just out of the box new?

Did you follow the directions in this link --> Use Quick Start to transfer data to a new iPhone, iPad, or iPod touch - Apple Support
