Remove the remaining balance from my account

I would like to change my country/region but there remaining balance from my account! Please wipe out the balance.

Nobody on these boards can. Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
