Spinning Globe on Startup (Macbook Air 11”)

I started up my Macbook Air 11” but it lead me to a folder icon with a question mark. I restarted it and pressed Command+R and it leas me to a Spinning Globe with 24:00 below the progress bar. I tried everything I could to fix it, I tried Command+Option+R, Shift+Command+Option+R, and Long Pressing Option but it always lead to the spinning globe. How can I fix this?
