Phone was stolen what can I do? I thought I had the the theft and loss apple care+ plan but, someone screwed up.

What do you mean that you thought you had the AppleCare+ plan with the additional Theft & Loss coverage? Either you purchased it when you bought this iPhone, or you didn't. If you purchased this phone directly from Apple, you would have received an email verifying the level of AppleCare+ you had.
Since the additional coverage costs significantly more, I am surprised you didn't verify that you got what you paid for. Apple does not automatically up the coverage without you first requesting it when you purchased your iPhone. Where did you buy it? ... at the online Apple Store, or from one of their physical stores?
I asked for the theft and loss plan but they gave me the regular apple care+ plan.
