Hey,

this happened to me too previously.

However i found what the problem was,

i think you're trying to activate it using your phone number, if im not wrong?

So basically, some careers charge you for it (because the message needs to be sent to US apple server)

I'm from India and i had the same issue with my Airtel Number. However after rigorous research apple found out that the career had to be contacted. Then i contacted them and enabled international sms and it charges me 5rupees for activation.

However, for my Jio number, i am not charged because they don't charge. So please contact your career and it is supposed to work if there is no other issue from apple.
