how update ios 13 and there is no update on my phone

An iPhone 6 can only run as high as iOS 12.5.4
iOS 13 and iPadOS are compatible with these devices - Apple Support
But for that matter iOS 13 isn't available to anybody anymore. If you have a device that can run 13 then you will only be offered 14.
