Well, that statement is in direct contradiction to the screen shot you posted. Tracking your location is enabled in Settings/Privacy/Location Services.

But the screen shot you posted is the setting to allow apps to share information with each other on what you are doing on each app. So for example, if you open the REI app and look at bicycles, you will see ads for bicycles in every app and every web page you open for weeks.

There may be several reasons you can’t turn it on:

• No apps have asked to track your activity
• You are under 13
• You are between 13 and 17 but have parental controls enabled on your phone
• You have a business or school account or VPN access to a business or school system

And the reason is right there, plain as day on your screenshot.

Your post does not make sense as written. Can you describe your issue in more detail, please?

What kind of tracking do you want to enable? Tracking your phone with Find My? Tracking your phone calls? Tracking your text messages? Tracking your spending with Apple Pay? Allowing apps and websites to track your location? Allow businesses to track you between each other?
