I have a disabled phone, Restore is not an option

I have a disabled Iphone 4se. When I follow the instructions to restore it, "restore" is not an option when connected to my PC.

These instruction? Click here If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
