How can I remove an app from iCloud that I had already deleted the app

I need to remove an app from my phone in iCloud as I do not wanted stored at all.

I have never heard of anything called "cloudLibrary."

Apps are not stored anywhere on iCloud. If you have deleted an app from your phone and you want to reinstall it again, you download it from the App Store.

Deleted apps do remain in your purchase history. There is no option to remove them from there but you can hide history: Hide purchases from the App Store - Apple Support


If you are thinking of the App Library, that is on your phone, not on iCloud.

 

If an app has been removed from the home screen and is in the App Library screen (swipe left past the last Home screen), touch and hold the app there and then tap Delete app.

Note that some built-in Apple apps cannot be deleted.

 

If you cannot delete an app from the App Library, there may be a restriction set on deleting apps. On an iPhone or iPad, go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps.
