How do I restore my apps on an iPad that I just bought and that I erase for a new start

You should just be able to re-download them from the iOS App Store.
Launch the iOS App Store, tap the circle icon of your Apple ID in the upper right hand corner of the main screen of the iOS App Store.
Under Purchased, tap Purchased and re-download all of your apps into your iPad.
